District 3 does take as many kids as it takes to fill an 8 man bracket, even if 6 come from the west, and 2 from the east. Basically it works like this...the top 4 from the west are seeded as 1-4, and then the 2 from the east are seeded as 1-2. The additional kids brought from the west go to the east side of the bracket in the 3-4 position. If there are 7 kids from one side, then the top 4 are seeded as 1-4, and the next 3 kids are placed on the opposite of the bracket in the 1-3 seeds. Doesn't necessarily seem fair to me, but that is how they do it, and that is decided at the district meeting. Hope you can understand what I am saying, and that I didn't confuse anyone too much.
