If their are 7 kids in one sub and none in the other do all 7 move on or just 4? If so how do the seedings work? I heard that in district 2 only 4 would move on

As far as I know you can only move on through your own sub. Meaning, only if one or two kids from your own sub don't go can the 5th and 6th. You can't move on because kids didn't come to the other sub.

I found out that dist 3 takes all or what ever it takes to make a full bracket or close to it.So if Lance Engle could tell me how the seeding will work.

District 3 does take as many kids as it takes to fill an 8 man bracket, even if 6 come from the west, and 2 from the east. Basically it works like this...the top 4 from the west are seeded as 1-4, and then the 2 from the east are seeded as 1-2. The additional kids brought from the west go to the east side of the bracket in the 3-4 position. If there are 7 kids from one side, then the top 4 are seeded as 1-4, and the next 3 kids are placed on the opposite of the bracket in the 1-3 seeds. Doesn't necessarily seem fair to me, but that is how they do it, and that is decided at the district meeting. Hope you can understand what I am saying, and that I didn't confuse anyone too much.

Shouldn't it be the same for each district? I am all for filling up the bracket, but is it fair to the other district's kids if they don't live in district 3?
