Can kids who are ineligible (until 2nd semester)to wrestle in high school because of grades or others reasons wrestle in the USA wrestling program if they are young enough?

I'm not sure on the rules for kids' clubs, but I think it probably depends whether or not the kid has practiced with his high school team yet. Once he goes to practice, it is my understanding that he is considered part of the HS team, and would not be allowed to compete with a club without jeopardizing his opportunity to compete 2nd semester.
It is my understanding that once the state determined first day of practice is held, no athlete may participate with an outside team/coach in the same sport. The exception to this is Swimming/Diving.
Some kids clubs have rules against accepting members who are academically ineligible or have quit their school team until the high school or middle school seasons are complete.
David Bennett Wichita Heights: will not be competing to night against Bishop Carrol because of last years 1st semesters grades but, how ever if u will recall last year was his first year wrestling and while doing so he wrestled at the southeast tournament and took 2nd shy,from getting 1st place.But its a new year and David Plans to make a run at the STATE TITLE this year,upon his return after christmas brake.keep your eyes open
