Yes, but if you take, say 141 x .08 (8%), it gives you 11.28.
Put down your crayons... 141 minus 11.28 gives you 129.72.

As was stated by Coach Means, your math is correct. However, the 8% calculation is a LARGER drop in weight than 2 weight classes. Therefore, two weight classes (140 and 135)is the downside limit.
