mo refs usually call stalling more on the feet, but fail to call it on the mat. we wrestle alot in mo, and always struggle with mo, wrestlers riding hips and sitting, without trying to turn. again its different styles, we also don't wrestle with many that as good as most ks wrestlers on their feet. they seem to look for headlocks and snakes, not many shooters.
