If the 2nd ref had already started to stop the match before Mesa was on the mat, how is it that Mesa beat the ref to it and pushed Woofter out of the way?

I agree that the safety of the wrestlers should be the primary focus, but if the wrestler was actually unconscious, should he be allowed for his own safety to continue?
