152 becomes 154 no matter where you certified at. If you certify at 145 you may weigh in at 154 after certification as long as you do not wrestle 160 (now 162) and as long as 1/2 of your competitions are at 145(147) assuming you intend to wrestle that weight for regionals. Hope this helps.
