My presumptive as a referee was simple: "Is this wrestler trying to score or reach and advantagous position?"

If any wrestler is percieve simply leaning on one another or are locked into perpetual pummeling without advantage then it should be called. The 'grey' area arises when wrestlers who're defensive/reactive in nature are waiting for the other to initiate activity.

Is everyone (anyone) on this site advocating collegiate standards of calling the stall (perhaps even international)? If so then the defensive wrestler in highschool faces a very tough future.

It still remains a judgement call, placed at the feet of the referee. Coaches and tournament directors still retain the ability to pick and choose their referees for their matches and tournaments and pay them for their services. If a referee doesn't meet their percieved standards, they don't have to bring them back. Likewise state and regional competition...coaches and a.d.s are the ones who pick the best of the best. and any criticism after the fact is rather a victimless crime.
