Not knocking you Boach, but I guess it's all up to the ref.
When I have clean up I try to get it done ASAP. I know there are some refs that aren't as worried about it.
I, myself, do not get involved with clean up, since Rick Bowden has instructed the KWOA at our clinic to let the tournament personnel worry about that stuff and keep ourselves out of harms way.
So to answer you query: The official (head, if there's two) determines all of that. You have every right as the bleeder's coach or the opposing coach to say something if you think it's going too slow...
