I believe NCAA has wording that allows officials to call "fleeing" whether it is out of bounds or not, and can award a technical violation penalty point. I like this ruling.

I also would like to see HS go to SOME of the NCAA edge of mat rulings. It increases point-scoring opportunities and does not allow for out of bounds to be "safe haven" for defending wrestlers.

For example, NCAA allows nearfall or falls to occur with any part of one shoulder in bounds, points can be scored (takedowns, reversals, escapes) with ANY part of one supporting point by EITHER wrestler remaining in bounds. And the out of bounds line is considered in bounds area, if this makes sense. In other words, a foot on the line means continue wrestling.

Only problem is a defensive wrestler can be entirely off the mat and on the wood, but the other wrestler is still in bounds.

But these change in out of bounds rules has added a lot of point-scoring action to collegiate wrestling. I would like to see NF consider some of them.
